These trains leave from the SNCF platforms/tracks/voie at Basel SBB station.
They are located at the end of the passage way that leads off to the right from the main concourse.
Don't forget to stamp your ticket before boarding these TER trains.

Tickets will cost the same price if purchased at the station immediately before departure for these TER trains.
There are also Lyria trains between Basel and Mulhouse, but tickets for the Lyria trains are at least €15 more expnsive than the TER trains.
If you will be buying tickets at the station you will save more than €20 by taking these TER trains.
