Portsmouth & Southsea is a station of two parts:

Trains which terminating at the station arrive at platforms/tracks 1 and 2 and this part of the station is a typical terminus, there is step-free access to and from the entrances and exits.

However, the trains heading to and from Portsmouth Harbour use platforms 3 and 4 which are located at an upper level.
They are linked to the main concourse by staircases and an elevator.

To the Isle Of Wight hovercraft

The hovercraft service from Portsmouth departs from Clarence Pier, which is linked to Portsmouth & Southsea station by a dedicated 'HV' bus route/line, which departs every 30mins from Stop C on Commercial Road.

To the international ferry port:

You can reach the international ferry port either by taxi, or by taking bus routes/lines X4 or 8 from the stops on Commercial Street; to access them, turn right on exiting the station and then walk straight ahead.
